A Rakhine ethnic political analyst told NP News that “The plan of the United League of Arakan (ULA) to implement a unitary system in Rakhine State under its leadership would be similar to a feudal system."

In an interview with The Diplomat, the ULA/AA leader General Twan Mrat Naing discussed their plans for governing Rakhine State. He stated that under ULA's leadership, the state would operate under a unitary system, with the military remaining under the party's control. Initially, there would be a centralized government, but over time, administrative authority might be decentralized based on qualifications and performance, potentially leading to distribution of governance power across different levels of government.

Regarding the matter, the source remarked, "Most media characterized ULA’s single-party system as a coalition government and presented it as such to the public. They highlighted the need for fair resource distribution among ethnic groups and referred to it as coalition governance. Historically, figures like General Ne Win exemplified a single-party system similar to a feudal structure. The current model in use resembles the United Wa State Army (UWSA) style and has similarities to North Korea’s approach. Clear assurances about decentralization are essential."

A Myanmar affairs analyst commented that such statements should be viewed as a military dictatorship ideology.

He added, "This should be interpreted as a form of military dictatorship ideology. The AA’s backing of General Twan Mrat Naing shows personal devotion. The current situation among AA supporters in Rakhine State suggests a persistent adherence to military dictatorship ideals."
